Traceability
Three kinds of statement, always marked. The reader never has to guess which is which.
A coded unit with a source span, a coder, a codebook version and an agreement level. It can be wrong, and it says how it could be shown wrong.
What a code means for the chain, written as one sentence and attached to the unit as an event — with its reason and its author.
What ought to follow. Never produced by a frequency, a model or a simulation; always signed.
